[21세기 세계 주도의 핵심사상으로 일컬어지고 있는 홍익인간 사상에 관하여, 우리나라가 이제 지향해야 할 새로운 홍익인간 사상의 현대화 적용이론을 개발하여 제시하고자 한다. 본 내용은 임기추박사의 저서 “홍익인간 사상의 현대화 적용이론”(2022)을 60여회로 나누어 연재한다. 편집자 주]

민주주의의 동시 발전을 이룬(정상호･한준 외, 2019) 30-50클럽 7위국가, 주요20개국(G20)･경제협력개발기구(OECD)･개발원조위원회(DAC) 등의 회원국, 국제통화기금(IMF) 분류상 선진 경제국(한국위키백과, 대한민국, 2020)으로서, 홍익명상이후 성통･공완(도)의 완성과 재세이화(덕)의 실현이후 홍익인간의 다각적 관점에 입각하여 대한민국의 일류강국과 세계 등불의 홍익국가 건설 여망에 따라, 국가통합･남북통합･인류통합을 실현하려는 국가전략적 목표로 대한민국과 인류의 이상을 실현할 수 있도록 실현틀을 구축하게 된다(임기추, 2021a).

성통･공완(도)의 완성을 위한 주요 구현범위는 성통･공완의 완성 확인, 일상생활의 변화, 홍익인간 관점의 의식과 행동 변화 등의 선결적 확인 등을 포함한다. 성통･공완의 완성 확인이란 선문답, 오링 테스트, 설문 조사 등을 실시하는 것이다. 일상생활의 변화는 1) 성통･공완의 일시적, 종일 여부, 2) 사적 일상생활의 변화, 3) 공적 일상생활의 변화 등을 기대한다. 부족시 공완 목적의 추가적 수련이 필요하다. 홍익인간 관점의 의식과 행동 변화는 일반시민의 의식･행동 변화, 국가･세계에 대한 사명의 인식 변화를 기대한다. 부족시 공완 목적의 추가적 수련이 필요하다.

재세이화(덕)의 완성을 위한 주요 실현범위는 성통･공완 완성이후 덕의 실현을 위한 개인 수신, 사회규범의 준수의 실현 등을 충족하는 것이다. 성통･공완의 완성 이후에 덕의 실현과 관련 법률･제도의 준수를 실현하는 것이고, 시민사회적 사명과 지도자적 사명의 실천 등을 포함한다. 우선, 시민사회적 사명 실천은 1) 개인 수신, 사회규범･국민 기본의무, 2) 일반 기업･단체의 사명을 이행하는 것이다. 지도자적 사명의 실천은 1) 국내적인 사명, 2) 지구촌(지구시민)적인 사명을 이행하는 것이다. 특히, 효율적 실현 수행 측면에서 대통령 및 정부부처, 국회 및 정당과 정치인･지방자치단체･공공기관(국회 및 사법부 산하 기관 포함) 등의 정책･업무･사업 집행과 사전･사후 평가 시에 홍익인간의 다각적 관점에 대한 고려를 추진해야 한다. 즉, 홍익인간의 다각적 관점에서 정부 업무평가나 시도 합동평가를 비롯한 국내외 영향 평가지표 설정을 통한 평가를 이행하여야 할 것이다. 필요시에 홍익인간의 다각적 관점관련 평가항목의 변경･추가 및 평가지표의 개발 설정과 관련 법제의 보완책 등을 강구하여야 할 것이다.
