[플러스코리아타임즈 = 임영원 기자] 채널뉴스 아시아는 한국에서 병역의무를 기피하는 현상과 그 원인을 보도하였다. 기사는 정전협정 상태라는 남북한의 특수한 상황 속에서 북한과의 전쟁 가능성을 이유로 한국의 젊은이들이 병역의 의무를 기피하며 이를 위해 한국 국적을 포기하고 있다고 밝혔다.

기사는 병역 기피의 예로 탤런트이자 가수인 유승준 씨를 언급했다. 13년 전 병역의무 기피를 목적으로 한국 국적을 포기해 물의를 일으킨 바 있는 유 씨는 이로 인해 아직 한국 입국이 금지된 상태다. 

채널뉴스 아시아는 특히 이중국적자의 병역 기피 사례가 많으며 병역이 면제되는 나이인 37세까지 해외거주를 택하는 이들도 많다고 전했다. 기사는 또한 18명의 고위공직자의 아들들이 한국 시민권을 포기했다고 지적했다.

A growing number of young men in South Korea are giving up their Korean citizenship only to avoid the country’s mandatory military service, an annual occurrence prompted by threats of possible war with North Korea.

점점 더 많은 한국 젊은이들이 오직 병역 의무를 피하고자 국적을 포기하고 있고, 북한과의 전쟁 가능성 위협으로 매년 그 수가 늘고 있다.

SEOUL: Thirteen years ago, Mr Yoo left his home country for a new life in the United States with American citizenship only to broadcast a public apology a few months ago for refusing to carry out his military service in South Korea.

서울: 13년 전, 유 씨는 미국 시민권을 가지고 미국에서 새 삶을 위해 조국을 떠났는데 결국 한국에서의 군 복무를 거부한 것에 대해 몇 달 전 방송으로 공개사과를 했다.

The Korean actor and singer now wishes to return home but it is too late. Suspected of evading his mandatory military duties, he was banned by South Korea from coming back to his homeland.

한국의 배우이자 가수인 그는 이제 고국으로 돌아오고자 하지만 너무 늦었다. 병역 의무를 회피한 혐의로, 한국 정부는 그가 자신의 조국으로 되돌아오는 것을 금하였다.

It was his case that prompted Korean PGA Tour golfer Bae Sang-moon to put his career on hold in July and return home for the military service. Bae had hoped he could join the Rio 2016 Olympics next summer. If he won a medal, he would be exempted from the compulsory national service.

His request to delay his duty, however, was rejected by a Korean court, which ordered him to return. Bae is expected to have his last tournament next month in South Korea before joining the army.

그러나 한국 법원은 군 복무를 연기해달라는 배 씨의 요구를 거절했으며 귀국하라고 명령했다. 배 씨는 입대하기 전 한국에서 다음 달 개최되는 그의 마지막 대회를 가질 예정이다.

For many Koreans, it is important for their men to carry out the military service because they believe the country is still at war with North Korea.

But a large number of Korean men are trying to wriggle their way out, especially those with dual citizenship. Under Korean law, the residents are required to give up one of their passports when they turn 18.

“Those with dual citizenship are people with money,” said Opposition lawmaker Jin Sung-joon, member of the New Politics Alliance for Democracy party. “As soon as they turn 18, they will give up their Korean citizenship to be exempted from the military service.”

Many of those who do not have a good reason to dodge the military duties choose to live abroad until they reach 37, the age when Korean men get exempted from the national service.

“It’s eat and run. They have no conscience,” Mr Jin added.

Latest statistics revealed that the sons of 18 high-ranking public officials have given up their Korean citizenship.

최근 통계에 의하면 18명의 고위공무원의 아들들이 한국 시민권을 포기했다.

According to the Military Manpower Administration, the number of young Korean men exempted from the national service went up from 3,000 in 2013 to nearly 4,400 in 2014.

병무청에 의하면, 병역 의무를 면제받는 한국 청년 남성들의 수가 2013년 3,000명에서 2014년 거의 4,400명으로 증가했다.

Most of them chose to become citizens of the United States, while others opted for Canada, Australia and New Zealand.

그들 대부분은 미국 시민이 되는 것을 선택했고, 캐나다, 호주나 뉴질랜드를 선택한 이들도 있다.

Opposition lawmaker Ahn Gyu-baek called the practice “deplorable,” stressing that high-ranking officials need to set good examples and not let their sons give up their Korean citizenship only to be freed from the military service.

야당 안규백 의원은, 고위공무원은 본보기가 되어야 하고 그들 자식들이 오직 병역을 피하려고 국적을 포기하게 두어선 안 된다고 강조하며 이런 세태를 “개탄스럽다”고 했다.

Some lawmakers are now pushing for tougher measures against the exempted.

몇몇 국회의원은 면제받는 이들에 대한 강경한 정책을 도입하기 위해 노력 중이다.

“At the very least, those who give up their citizenship and do not fulfill their military service should not be allowed to regain their citizenship,” Mr Ahn said.

“최소한, 시민권을 포기하고 국방의 의무를 다하지 않은 사람들은 시민권을 다시 얻을 수 없게 해야 합니다”고 안 의원은 말했다.
